How NTEU Addresses Office Space Concerns

One important right employees have once they elect a union is the right to negotiate over any proposed changes management would like to implement in employees’ working conditions, including office space.
For example, CFPB is currently making or considering renovations and changes in office configuration in its headquarters locations. Once NTEU is elected as your exclusive representative, management would be required to notify NTEU of such plans and bargain.
After consulting with employees, NTEU would have a broad right to make proposals to management regarding the proposed changes. Negotiations between NTEU and CFPB management must occur before the agency implements any changes. In the area of office renovation and design, the union could propose that offices or cubicles be designed rather than open areas, if that is what employees prefer. The size and layout of the employees’ space is negotiable, as are procedures for employees to select their offices or work stations, as well as procedures for determining proximity to windows or natural lighting.
NTEU successfully represents employees at our 31 agencies around the country on space concerns and has prevailed in numerous office space-related cases before third party arbitrators. In these cases, NTEU bargained to further the objective of employee privacy and confidentiality, adequate space to perform the job, and productivity.
